This is my day-by-day chronicle from the first half of 1999 to the middle of 2005.You can consider it as my diary for these years. During this period, I was seconded from the Ministry of Foreign Trade and Economic Cooperation (later renamed as the Ministry of Commerce) to work at the Chinese Consulate General in Melbourne, Australia. |
这是我自1999年上半年至2005年中的逐日纪事,姑且算作我这几年的日记吧。在这段时间里,我由对外贸易经济合作部(后为商务部)外派到中国驻墨尔本总领事馆工作。 |
Diary emerged as a genre in China as since the Song Dynasty. It became increasingly popular during the Ming and Qing periods. The late Qing Dynasty saw a particularly abundant number of diaries that have survived to this day, such as Zeng Guofan’s(藩)[1]“Diary of Zeng”[2], Weng Tongsu’s(翁同稣)[3] “Diary of Weng” [4], Li Ciming’s(李慈铭)[5] “Diary of Yuemantang”[6], Wang Kai Yun’s[7] “Diary of Xiangqilou”[8], and Ye Changzhi’s[9] “Diary of Yuandulu”[10]. The diaries left behind by these political giants and academic luminaries have made significant contributions to the research of future generations! Most of what is preserved within them are invaluable historical materials and academic treasures.

日记,是我国从宋以来产生的一种著作体裁。明清时期运用者渐多。晚清尤甚,存世的著名日记极伙,如曾国藩《曾文正公日记》。翁同稣《翁文恭公日记》、李慈铭《越缦堂日记》、王闿运《湘绮楼日记》、叶昌炽《缘督庐日记》等。这些政坛巨子、学界泰斗所留下来的日记,何啻为后世架构了一座座广厦!里面所庋藏的,大多是些无价史料和学术瑰宝。 |
I do not have the habit of writing diaries. Being as ordinary as I am, I neither understand the intricacies of politics nor do I possess much academic fame. The diaries I write seem to hold little benefit for both others and myself[11]. However, over the past few years stationed abroad, the requirements to plan and forecast our weekly work schedule forced me to keep writing diary each week. That’s why I write this booklet.

此前,我并无写日记的习惯。浅浅如予,既不解政坛枢要之事,学术上亦无甚大名气,自忖写这些劳什子,不过是留下一堆垃圾,于人于己均无甚大益处,不如不写。只因这几年驻外,要求对每周的工作安排要有计划性和前瞻性,逼着我们不得不每周进行“排日纪事”。这就是这本小册子《墨尔本纪事》产生的缘由。 |
Upon careful examination, I find some interest in my diaries. Perhaps readers shed light on the customs and conditions of Australia, including its industries, agriculture, trade, education, and culture. They might also reveal the significant increase in economic cooperation and trade volume between China and Australia over the years. Additionally, they may provide insights into the frequent exchanges in education, tourism, and personnel between the two countries. Furthermore, my diaries include travelogues from scenic areas mainly in Victoria and Tasmania, where I have visited in Australia. |
仔细翻检一过,尚觉有些兴味。或许从中可了解到澳洲的一些风土人情及其工农业、贸易、科教、文化等方面的一些状况;从中也可了解到中国和澳大利亚两国之间,在这些年中的经济合作关系和大幅度提升的贸易量;还可了解两国之间留学、旅游和人员往来频繁的状况;尚可读到笔者在澳大利亚,主要是维州、塔州,足迹所至时所写的一些风景区游记。等等。 |
In addition, before going abroad, one of China’s most renowned publishing houses, the Zhonghua Book Company[12], published my academic monograph “A Comprehensive Study of Bibliographers” in June 1999, consisting of three volumes and 1.4 million characters. This work is the result of twenty years of hard work and honest labor. Since its publication, I have received dozens of letters from readers and reviews published in newspapers such as the People’s Daily[13], Guangming Daily[14], and Wen Hui Bao[15]. I have also compiled summaries of these letters and reviews for future reference by scholars and researchers in classical bibliography and bibliographers. Last September and October, I went back to China for a meeting and submitted the printed manuscript of “The Melbourne Chronicle” to the Commercial Press. After General Manager Yang Deyan reviewed it, he was pleased to recommend it for publication by the press immediately. The editorial department also provided some valuable suggestions for revisions. Furthermore, during the writing process of this manuscript, our colleagues in the office, including Secretary Zhang Zheng, Secretary Zhang Fan, Secretary Zhang Yanhua, and Secretary Jiang Lili, have all contributed significantly. In particular, Comrades Zhang Yanhua and Jiang Lili transcribed the entire manuscript. In the early morning, we departed from the consulate. Our car drove through the Melbourne city center, crossed the West Gate Bridge, and headed south along the M1 highway through the western wilderness of Phillip Bay. After passing Geelong, we continued southward. After about an hour and a half of driving, we arrived at Queenscliff, located at the tip of the Bellarine Peninsula. |
清晨,从领馆出发,我们的汽车穿过墨尔本城区,跨过西门桥,沿着菲利普海湾西部原野上的 M1高速公路向南行驶;经过基隆城后,又继续往南;大约走了一个半小时,来到柏乐润半岛(Bellarine Peninsula)的岛尖昆士克利夫(Oueenscliff)。 |
This is the western tip of the land at the entrance of Phillip Bay, facing the eastern tip of Portsea on the Mornington Peninsula. They face each other across the sea. Using a vivid metaphor, east peninsula tip and west peninsula tip are like the large claws of a crab, guarding the entrance of Phillip Bay to the South Pacific. Alternatively, the space between the two peninsula tips forms a bottleneck, connecting Phillip Bay to the South Pacific. This bottleneck turns the bay into a large inland sea, resembling a mysterious treasure bottle and the great city of Melbourne is scattered around this. The unique natural conditions[16 have transformed Melbourne into a bustling and enchanting beautiful bay city.

We got off in front of a maritime museum. In front of the museum is a very large flat land. The flat land is covered with small plants with yellow flowers. Looking into the distance, all that meets the eye is golden, which appears particularly novel. Around the grassland are streets, houses, gardens, and trees. There is a type of tree, similar to a pine tree, which is commonly seen throughout Melbourne. The tree stands tall and erect, extending numerous branches resembling arms. These branches are adorned with deep green needle-shaped leaves, resembling countless palms reaching towards the sky and welcoming guests. This tree along with the carpet of yellow flowers, appears even more magical. At the entrance of the museum, there are two large iron anchors. We struggled to lift the heavy iron chains for a photo in front of the anchors. In the middle of the yellow flower lawn, there is a statue of a green iron man. Although we don’t know who he is, some people took photos with him. |
我们在一个海事博物馆前下车。博物馆前面是一片很大很大的平地。平地上长着一色开黄花的小植物,放眼远望,尽是金黄,显得特别新奇。草地周边有街道,有房屋,有花园,有树木。有一种像松树一样的树,在墨尔本也随处可见,树于笔挺,伸着无数枝胳膊一样的树枝,树枝上缀着像剪贴上去的深绿色对叶生针状树叶,活像无数只手掌伸向天空,迎向来宾。这树,这黄花铺成的地毯,益发显得神奇。博物馆门口有两尊大铁锚,我们使劲扛着沉重的铁链在铁锚前合影。黄色花坪之中有一尊青色铁塑男像,虽不知他是谁,也有人同他一起留个影。 |
We walked into the museum to learn about the maritime history of Melbourne. Afterwards, we strolled along Ionsdale Beach, and then climbed up the shore to a sizable town. Perched atop a cliff overlooking the sea was a tall and large white lighthouse. It was said to be the location of an Australian military academy, so we couldn’t enter. Instead, we took a detour to reach the cliff top, where we gazed out over the strait. |
我们走进博物馆参观,了解墨尔本海事史。随后,我们来到朗斯代尔(Ionsdale)海滩漫步,又爬上岸去,是一个不小的镇子,在临海高处悬崖上有一座又高又大的白色灯塔。据说,周边是一所澳大利亚军校所在地,我们不便进入,只得绕道走到崖上,放眼瞭望海峡。 |
At 3 o’clock in the afternoon, we arrived at the pier on the tip of the island. Here, a ferry departs every hour, heading to the Portsea Pier on the opposite tip of the island. It is a giant white sea liner with four decks high. The lower deck of the sea liner is a garage that can accommodate around 70 cars, both passenger and cargo. The second and third decks are cabins for passengers, while the fourth deck is available for passengers to stroll freely and enjoy the scenery of the strait. As newcomers, naturally, we climbed to the top deck to gaze out over the strait and bask in the sea breeze blowing in from the South Pacific. We took pictures with the strait from different angles, capturing the most magical and magnificent views of the strait! |

An hour later, the giant ship arrived at the pier on the tip of Portsea Island. Upon disembarking, each of us boarded our respective vehicles and drove north along the expressway on the west coast. Then we returned to the consulate and back to the apartment. Today’s enjoyment of the trip was intense, and the magnificent scenery of the strait will always remain in our minds! |
一个小时,巨轮到达波特海岛尖的码头。上岸后,各自又乘上自己所乘的车,沿着西海岸的高速路往北行驶,回到领馆、回到公寓。今天游兴甚浓,壮阔的海峡风光永远留在我们的脑海! |

In the morning I accompanied by 11 people, including Jin Langchuan, Deputy General Manager of China Huadian Corporation. We went to Loy Yang in Morwell town to visit the La Trobe Village power station. Loy Yang is pronounced similarly to Luoyang in China. It is said that 200 years ago, this area was a swamp with eels everywhere. The indigenous language referred to eels as Loy Yang. This power station is adjacent to an open-pit brown coal field with a coal reserve of 160 billion tons, of which 35 billion tons are on the surface. The open-pit coal seam is 50-150 meters thick, and the coal is transported to the adjacent furnaces via conveyor belts using excavators, resulting in low electricity generation costs for this power station. |

With the development of the Chinese goods economy and the ever-expanding economic exchanges between China and Australia, “Made in China” products are no longer uncommon in the Melbourne market. As former Australian Ambassador to China Shi li noted in a report delivered in Melbourne, it seems that Australians have developed a certain reliance on Chinese products. This indicates that goods produced in China have increasingly become integrated into the daily lives of Australians. |

Chinese-made clothing products are ubiquitous. Knit underwear, men’s and women’s shirts, trousers, and various types of clothing are sold in all malls. Compared to those from Australia, Europe, America, and Southeast Asia, Chinese products account for about half of the offerings, with some malls carrying even more, reaching around 70%. There are also many ties and men’s and women’s evening dresses(晚礼服)[18] produced in China. Infant and toddler cotton clothing is particularly abundant. Salespeople at David Jones supermarket told us that the quality, styles, and colors of Chinese infant and toddler clothing are good, and the prices are relatively cheaper, making them popular in Australia. Some stores occasionally have suits made in China, but it’s rare to find higher-end options. |

In more upscale malls, leather shoes for men and women are mostly Italian or Australian products, and they tend to be higher-priced. Occasionally, there are shoes from China available at much lower prices. Chinese leather shoes(牛皮鞋)[19] are commonly found in general stores. There is a wide variety of rubber shoes and sneakers labeled “Made in China”, particularly those from well-known international brands like Nike, Puma, and Adidas. They keep up with trends in terms of quality and style, with prices comparable to those made in other countries. Plastic or fabric slippers are also common in some stores.

Several supermarkets display luggage, almost all of which are labeled “Made in China.” These bags are often from foreign brands, such as “Tosca” sold by Myer and “Samsonite” sold by another supermarket. Initially, we did not realize that these bags were manufactured in China. It wasn’t until we opened the zipper and carefully inspected them that we discovered a small white tag sewn inside the bags, stating “Made in China.” |

The Australian Government welcomes foreign investment with few restrictions. Only certain industries are prohibited or require the approval of Australia’s Foreign Investment Review Board (FIRB). The Board is regulated under the Commonwealth Foreign Acquisitions Act and the Foreign Investment Policy Guidelines. |

A Certificate of Incorporation and Company Number (ABN) is then issued. |

It is generally easier to obtain approval to apply for the registration of a foreign company, such as investment in agriculture, forestry, fisheries, resource processing, oil and gas, minerals (except uranium), manufacturing, non-banking financial intermediaries, insurance, stockbrokers, hotels and recreation centers, services (except for metropolitan real estate, banking, civil aviation, and the media), etc., and only need to go through the declaration procedures to confirm that it is not contrary to the interests of Australia’s nationals. However, there are restrictions on investment in civil aviation, media, banking, uranium mining and certain real estate. The amount of investment must also be declared to the Foreign Investment Review Board (FIRB), e.g. acquisition of total assets of an Australian company of 5 million or more, investment in a new company of 10 million or more, acquisition of a 5% shareholding in a media company, acquisition of urban real estate valued at 5 million or more. |

In 1988, Australia had abolished all restrictions on foreign exchange transactions and placed no restrictions on the remittance of funds and profits by foreign enterprises. Australian labor protection laws are very complex and are regulated by federal government laws, state government laws and common law, such as minimum wage, labor contract terms, fair work and pay, leave entitlements (annual leave, sick leave, maternity leave, etc.), minimum dismissal entitlements, workers’ safety and health standards, workers’compensation insurance, compensation for injuries and deaths outside of work, provident fund schemes, unlawful dismissal and discrimination, and labor disputes. etc. Trade unions in Australia are very influential[21] and play a great role in protecting labor rights and interests. In the event of a dispute between employers and employees, when the case is taken to court, the laborers, as long as they have the support of the trade unions, will often win the case. |

According to the Australian Bureau of Statistics (ABS), in the period of 2000-2001, Australia’s Gross Domestic Product (GDP) amounted to 641.37 billion Australian dollars, an increase of 2% over the previous year and a decrease in the growth rate of 2.4%. Unemployment was 6.7%, up from last year, with the closure of HIH Insurance, Ansett Airlines, and ONE TEL increasing the number of unemployed by more than 50,000 people. During the conversation, we learned that Mr. He is a native of Shanghai, graduated from the Shanghai Academy of Fine Arts, a disciple of the famous painter Mr. Liu Haisu.

It happen to be the harvest time, and the farmers are driving large and specialized harvesters to take the hops off the shelves and send them to the workshop to be made into finished products after drying. These products are sold to breweries all over the world. The company also has a joint venture, Tianma Hops, in Jiuquan, Gansu Province, China. |

In the afternoon, we met Mr. Qiu Hongsen, an Australian seafood exporter, at the seminar. His company is located in Bicheno, a town in Coles Bay on the east coast. He and his wife, Xie Jiqing, both from Shanghai, came to Tasmania to specialize in the purchase and export of abalone and lobster. He warmly invited us to visit his company and led us[26] to go to the east coast. |

In the afternoon, we traveled from Hobart through the towns of Sorell, Orford, and Swan Sea, all with coastal scenery along the way. On the one side, there are fields, villages and woods, and on the other side, there are the blue waters and islands of Great Oyster Bay.[27] We arrived at Bigelow around 6:00 pm.

Mr. Qiu led us to visit his company. There were two large warehouses, which was built with two large pools, one stocked with lobsters and the other with abalones, which were all fresh sent or purchased by fishermen from near and far. The seawater in the pool is pumped up from the sea. The company has several local employees. The leader staff have been working in the company for many years, and has a close relationship with Qiu, a lot of business work are assured to let him do. In the evening, Qiu’s wife cooked Shanghai-style food for us, absolutely with lobster and abalone.

A few days ago, John McWilliams, a senior lecturer at Deakin University, told me that his students believe doing business with China requires understanding Chinese culture, which they think mainly involves gift-giving and building relationships. I was quite surprised. He invited me to give a lecture on Chinese culture at his university. Today, I went to Deakin University in Geelong to lecture about more than ten company managers studying for MBA. My topic was “What is Chinese Culture”. Here is the lecture transcript: |

“Culture” is a very fashionable word in today’s world. Everything is labeled as “culture” – wine culture, business culture, sports culture, stamp-collecting culture, matchbox culture, cigarette box culture, this culture, that culture. Recently, a teacher from a university in Melbourne told me that a student had heard from a friend that only learning Chinese language is not enough for doing business in China; one must also understand Chinese culture. And that is, gift-giving. So, gift-giving is Chinese culture, wearing long pigtail[28] is Chinese culture, and foot-binding [29] is also Chinese culture.

Many Western friends know very little about China and don’t really understand what Chinese culture is. In fact, Chinese culture is a system that has been developing for five thousand years. It is boundless, extensive and profound. |
不少洋人朋友对中国了解甚少,不知道到底什么是中国文化。实际上,中国文化是一个延绵了五千年的文化体系。它浩瀚无际,高深莫测,博大精深。 |
To discuss Chinese culture, we must mention about its five thousand years of history. From the mythical era, to the Xia, Shang, and Zhou dynasties, to the Qin and Han dynasties, to the Three Kingdoms[30], Jin, and the Southern and Northern dynasties, to the Sui, Tang, and Five Dynasties, to the Song, Yuan, Ming, and Qing dynasties, and finally to modern times, the history of Chinese civilization has never been interrupted. Unlike ancient Babylon, Greece, and India, China’s culture is a continuous and evolving system that has lasted five thousand years and will continue to develop indefinitely. The historical records documenting China’s history are vast and numerous; just the official histories recorded by successive dynasties amount to 25 volumes, forming a city of books. No one dares to claim they have fully understood the five thousand years of Chinese history. Even studying the history of a single dynasty or a specific topic is a lifelong pursuit. Joseph Needham(李约瑟)’s[31] Science and Civilization in China[32] and John K. Fairbank(费正清)’s[33] A General History of the Qing Dynasty are all a series of ten to twenty volumes. Zhang Kaiyuan[34]’s History of the 1911 Revolution(Xinhai Geming 辛亥革命)[35] from Central China Normal University in Wuhan is also a series of about ten volumes, and the Complete Works of Sun Yat-sen[36] even comprises over forty large volumes. |

Those who don’t understand Chinese culture might misunderstand that long pigtail, foot-binding, and gift-giving are Chinese culture. This view takes a part for the whole and doesn’t capture the true essence of Chinese culture. Just as an person has both strengths and weaknesses, the culture of a country or nation comprises both its essence and its dross. Old practices like wearing long pigtail and foot-binding are misconceptions about Chinese culture and have already been discarded for a very long time. However, gift-giving is a genuine practice among the Chinese people. China is a nation of etiquette, emphasizing ethics, morality, and deep emotional connections. Chinese people are known for their humanity and humanitarianism. Li Shang Wang Lai(礼尚往来)[38], that is, people use gift-giving to express feelings and build friendships, is very understandable and acceptable. This custom will likely continue to exist widely in the future. Similar customs also exist in Western countries, though perhaps not as prominently as in China. Gift-giving is merely a folk custom and cannot be equated with the Chinese culture.

不了解中国文化的人,说长辫子、裹小脚,送礼就是中国文化,实在是以偏概全,恰恰这些不能代表中国的文化。如同一个人有优点也有缺点一样,一个国家、一个民族的文化,有精华也有糟粕。留长辫子、裹小脚是中国文化的误区,已经都被扔进了垃圾桶。送礼是在中国民间确实存在的一种习俗。中国是礼仪之邦,很讲究伦理道德,很重感情。中国人是最讲人性、人道主义的。礼尚往来,通过互赠礼品来传递感情,建立友谊,这是无可厚非的。今后还会普遍存在下去。在西方国家也有这种习俗,只是中国的这种习俗更浓一些。送礼只是一种民间习俗,不能说它就是中国文化。 |
The problem arises in economic activities when some people ignore laws and regulations, accepting gifts to facilitate matters, and even demanding bribes. These actions are illegal, and in some cases, criminal, and must be combated and punished. Such issues also exist in Western countries, sometimes to a shocking extent. It is incorrect to label such behavior as Chinese culture; it is simply trash that needs to be discarded. |

Chinese culture has continuously developed over thousands of years, which is a brilliant and significant part of humanity’s valuable spiritual heritage. However, due to the deep influence of the feudalism, a tendency toward self-isolation, and Chinese person with a very limited outlook at that time, along with China’s rulers historically neglected the development of science, technology, and the commodity economy, leading to Chinese economic, cultural, and technological backwardness compared to the West. After the Industrial Revolution, Western countries experienced rapid advancements, especially in the modern era, entering the era of electronics and automation. Even China’s Four Great Inventions[39] have been surpassed by the West, and British porcelain products have surpassed those of China.

Mr. Liu Zhaokuan, a Chinese Australian, lent me a book titled Calm in the Storm by Chiang Ching-kuo(蒋经国), printed in February 1967 by the “Ministry of National Defense ”[41]practice seminar in Taiwan. This book compiles fifteen articles by Chiang Ching-kuo. His piece In Times of Crisis(pages 117-280) is actually a diary written by Chiang Ching-kuo in 1949, recording the experiences of Chiang Kai-shek and his son, as well as the history of Nationalist army’s defeat, on a month-by-month, day-by-day basis. It’s well worth reading. Mr. Liu comes from a family of Nationalist soldiers and rose to the rank of colonel. His wife, Xie Mingzhu, is an ethnic Chinese from East Timor. They have lived in Melbourne for many years and have many relatives there. Mr. Liu mentioned that the person who guarded General Zhang Xueliang in Taiwan was Zhao Longwen, a native of Fenghua. Zhao collected a painting by Shi Kefa[42] from the Ming dynasty, which included Ti Ba(题跋preface and postscript)[43] from people during the period of Qing Dynasty’s Emperor Daoguang. Mr. Zhao was a little bit arty[44], so he also added a postscript on the painting. While Shi Kefa’s calligraphy is well known, his paintings are rare, making this piece a remarkable treasure. Mr. Liu then showed me a photograph of this painting. |
澳洲华人刘照宽先生借给我一本蒋经国著《风雨中的宁静》一书,1967年2月台湾“国防部”实践讲习班印。该书汇集蒋经国十五篇文章,其《危急存亡之秋》(第117-280 页),实为蒋经国1949年所写日记,按月按日专记该年蒋氏父子经历及国民党军队败亡的历史,颇值一读。刘先生出身国民党军人,官至校官。其夫人谢明珠系东帝汶华人,一家居墨多年,亲戚甚多。刘先生说,在台湾看管张学良将军的,是一位奉化人赵龙文,此人收藏明代史可法所绘之画,有道光间人的题跋。赵氏附会风雅,亦抹一跋。史可法书法传世有之,绘画则罕闻,此件为惊人之宝。刘先生出示此画之照片。 |

My first stop was Federation Square, a new architectural complex designed for public leisure. The design is quite unique, with each building in an unusual shape, featuring steel structures and aluminum window frames. The walls are made of colored glass, and the ground is paved with high-quality pink artistic bricks. Ascending the steps, I found a large stage where concerts are held here every day, allowing visitors to sit and enjoy the performances. In front of one building, there is a realistic pink horse sculpture that attracts a lot of attention. Inside, there are art galleries, conference halls, bookstores, and etc.. |

Through the windows, we could sometimes clearly see the densely grid-like cityscape below, sometimes trace the plane’s path along the coastline, and sometimes enjoy the golden sunlight through the gaps in the clouds, making the ground looks verdant,colorful and vibrant. The plane flew along Victoria’s west coast, crossing the Twelve Apostles and then descending after about 200 kilometers further west. The beautiful scene of Portland Bay came into clear view from the window. Soon, the plane landed at Portland Airport. |

As the old saying goes, “When their parents are alive, they do not travel far to study or become officials in far palce from hometown[50]. I was indeed conflicted to this 20,000mile work. First, because my mother’s is approaching eighty years old. Second, because my daughter, Zheng Kun, has not yet graduated from the university.We did not want to leave her alone in Beijing. My mother said to me on the phone, “Can you stay?” Although she was uneducated, her words were subtle without commanding, which made me realize that she did not want me to go abroad. But to make my family to live a better life, to increase the insights of foreign work, to find if there was a learning opportunity for Zheng Kun in foreign countries, I still had to go abroad. |

For this publication, many people make efforts in all aspects, such as Song Yifu general manager, comprehensive room Li Zhaoxiang, editor-in-chief of the room Qiu Zhengwei, Publishing Department Zhang Yu, proofreading section of the Zhao Ming, the United States editor Wang Zengyin and so on. I have received all the manuscript fees (about 34,000 yuan). I left 20,000 yuan for my daughter, Zheng Kun, and 10,000 yuan for my brother, Ai Quan, to pay for my nephews’ school fees.This is the result of twenty years of writing at my desk, day and night. |
这次最令我满意的是,中华书局已正式出版了我大部头学术专著《文献家通考》上、中、下三册,分为精装、平装两种,共3000套,很精美,140万字,亦堪称巨著矣。为出版此书,各方面出力的人不少,如宋一夫总经理,综合室李肇祥,总编室仇正伟,出版部张宇,校对科赵明,美编王增寅等,确实都很想办法。到今日,全部稿费(约34000元)已取到。两万留郑昆,一万带给爱泉弟供侄子们上学。二十年心血,白天黑夜,伏案考索,如此而已。 |

The plane landed and we went to pick up our luggage at the airport baggage carousel after going through customs and security procedures. Walking out of the airport gate, Counselor Xia Bowen and two collogues from the Economic and Commercial Office, Zhang Zheng and Zhang Fan, came to the airport to welcome us. As a rule, Xia and I should have 20 days to hand over the work, but his wife, Chen, recently stimulated by the Consulate’s “Xu Yang incident”, her health is not good, and she was eager to return to China, so they returned to Beijing on this plane today. We met at the airport for about ten minutes or so, even if it was a “work handover”. The so-called “Xu and Yang Incident” is said to have occurred in June, when a couple surnamed Xu and Yang had a disagreement, and the husband killed his wife and then hanged himself. The incident was reported by a local Chinese newspaper and caused a big fuss. Because of this vicious incident, consulate colleagues living in apartments were nervous and “turned pale at the mention of this vicious incident”(谈虎色变 tan hu se bian).[51]

飞机降落,办理出关、安检手续。到机场行李输送转盘上取了行李。走出机场口,夏伯文参赞和经商室的另外两位同志张铮、张帆都来机场迎接。按常规,我和老夏应有20天交接工作的时间。他的夫人老陈最近因受了领馆“许杨事件”的刺激,身体不太好,急于回国,故他们今天就乘此架飞机返回北京。我们在机场相见约十多分钟,就算“工作交接”了。所谓“许杨事件”,据说在6月份,许姓、杨姓夫妇闹矛盾,丈夫把妻子杀死,然后自缢身亡。此事被当地一家中文报纸报道,闹得沸沸扬扬。因这件恶性事件的突发,相对集中居住在公寓的领馆同志,个个闹得紧张兮兮,谈虎色变。 |
President Jiang Zemin will visit Melbourne on September 6 and 7, accompanied by 80 entrepreneurs who are preparing to participate in the political research conference[52]. The event was attended by Public Counselor Fan Xue’an and Counselor Lin of the Consulate in Sydney. The Consulate General is in Toorak. Toorak is not only famous in Melbourne but is one of only a few wealthy neighborhoods in Australia. It is lined with mansions, each costing millions or tens of millions of Australian dollars. The Consulate is also one of those mansions, purchased for over 3 million Australian dollars. Rumor has it that the building, formerly known as the Australian Naval Club[53], is more than 100 years old and is a protected historical artifact. In just a few short years, it has appreciated quite a bit in value. The Consulate is a two-story pink and yellow Western-style house, located in the back half of the courtyard, the front half is a large piece of green grass and a variety of flowers and trees, a quiet and elegant environment. The Consulate’s courtyard can accommodate eight or nine hundred people, and the annual National Day and Chinese New Year receptions are held here. Local Chinese are proud to participate in the activities of the Consulate. The Chinese Consulate General is proudly located in Toorak. Even foreigners are surprised when they see our business card with the address of Toorak printed on it. We are certainly proud.

Today is my first time to attend the meeting, mainly to study the recent top priorities, such as the reception of President Jiang and the preparation of economic and trade seminars, as well as the preparation of the fiftieth anniversary of the National Day celebrations. After the Pavilion Affairs Meeting, I attended the Party Committee for the first time again, mainly to carry out the division of labor among the Party members. |

[3] Weng Tonghe (May 19, 1830 – July 4, 1904), born in Jiangsu, China. He was a renowned politician, calligrapher, and collector in modern Chinese history. Weng Tonghe excelled in poetry, prose, calligraphy, and painting, particularly achieving high proficiency in calligraphy. He staunchly advocated for war during the First Sino-Japanese War and advocated for reforms and strengthening the country.
[4] Weng Tonghe, a prominent statesman during the late Qing Dynasty, authored one of the most renowned diaries in modern Chinese history, titled “The Diary of Weng” after its reproduction and publication in 1925, this diary received significant attention from the academic community. In the 1970s, a typeset edition based on the reproduced version with standardized punctuation emerged. [5] Li Ciming (1830-1894), a native of Zhejiang, China, was a late Qing official, historian, scholar, and literary figure. With profound knowledge, he inherited the legacy of Han studies from the Qianlong and Jiaqing periods, and his expertise in Confucian classics and history was remarkable, earning him the title “vanguard of classical literature”. Li Ciming devoted himself diligently to scholarship throughout his life, keeping a daily record. From the fourth year of the Xianfeng era (1854) to the fourteenth year of the Guangxu era (1888), he accumulated over seventy volumes of diary manuscripts by the time of his death.
[6] “The Diary of Yuemantang” is the culmination of Li Ciming’s forty years of dedication and effort. Comprising nine parts, this diary contains millions of words, meticulously documenting the political and social events, gatherings of friends, character evaluations, historical research, art appreciation, travels, and customs from the Xianfeng to the 40th year of Guangxu reigns of the Qing Dynasty. It serves as a valuable reference for scholars of later generations. Additionally, the diary records a vast amount of his reading notes, which are summarized akin to an abstract of the Siku Quanshu (Complete Library in Four Branches), but with more detailed analysis, making its academic value exceedingly high. [7] Wang Kaiyun (1833-1916), a scholar of Confucian classics and a literary figure in the late Qing dynasty. He served as the director of the Qing History Museum after the Xinhai Revolution. Wang Kaiyun was a renowned figure of his time, known as a great scholar of the Xiang-Chu region. Throughout his life, he traveled extensively, spreading knowledge, teaching, and attracting students from all over. He was widely hailed as a leading authority, advocating the application of classical learning to practical matters, and nurturing talents for the betterment of society.
[8] “The Diary of Xiangqi Building” is one of the “Four Great Diaries of Late Qing Dynasty.” It spans nearly fifty years, beginning in the eighth year of the Tongzhi reign (1869) and ending in the fifth year of the Republic of China (1916). This book encompasses a wide range of topics, including the changes in the political situation, the rise and fall of individuals, academic anecdotes, scholarly experiences, literary exchanges, social interactions, weather observations, and gourmet cuisine. It portrays not only the bustling daily life of a generation of literati but also the ever-changing landscape of modern China. It is not only a down-to-earth celebrity diary but also a credible social historical record. It holds significant documentary value for understanding the life and personality of Wang Kehuang, as well as researching the social historical conditions of the late Qing Dynasty and the early years of the Republic of China.

[17] “漫笔” is an informal style of writing where articles are written freely without adhering to any specific form. They can be of varying lengths, either medium or short. It’s a very casual genre of literature. Because “漫笔” has no fixed form, it is directly translated here as casual writing.
[18] “晚礼服“ means that People wear evening attire when attending dinners, receptions, or formal social gatherings in the evening.
[19]“牛皮鞋” are footwear crafted with natural cowhide leather uppers and leather, rubber, plastic, PU foam, PVC, or similar materials for the soles. They are processed through techniques such as stitching, adhesive bonding, or injection molding to achieve their final form.
[20] “撮录”:The word means to select and transcribe. Translator think that the author is here not just transcribing it in his diary, but also summarizing the work.

[22] “是年”:Usually used in literary or formal written language, it means “this year”. The author has written the word in a way that is appropriate to his status as a working government official, and has used the word with great care.

[26] 拉:In Chinese it means to lead or guide with enthusiasm. If taking the direct translation as drag, it is easy to cause distortion.

[28] “Wearing long pigtail” refers to a kind of hairstyle worn by men during the Qing Dynasty. It is a cultural symbol representing the corrupt Qing government and the feudal society of China. In Western culture, “辫子” simply refer to a hairstyle translated into “braid”s, so it is important to make this distinction here. [29] The practice of “Foot-binding” began in Song dynasty and was widespread in Qing daynasty. Foot-binding is when a girl was around 3 years old, all her toes except for the big one were broken, and her feet were wrapped with cloth strips. These strips were tightened over a period of 2 years to keep her feet shorter than 10 cm and to force the soles into an extreme concave shape.
