In fact, a hundred years later, when historians read through the pages on the history of the 18th year of the Republic of China (1929), it remains uncertain whether they will find any passage mentioning these internecine events. I anticipate future generations, apart from the extraordinarily humiliating story of the invasion of Manchuria by the Russians,<span style=\"color: #999999\">2<\/span> will also find a story such as this: \u201c In the 18th year of the Republic of China, Hu Shih (\u80e1\u9002, 1891-1962) wrote such articles as \u2018Knowing is Difficult While Doing is Also Challenging<i>\u2019\u00a0 <\/i>(<i>zhinanxingyibuyi<\/i> \u2018 \u77e5\u96be\uff0c\u884c\u4ea6\u4e0d\u6613\u2019), and \u2018Human Rights and the Rule of Law.<i>\u2019\u00a0 <\/i>These articles criticised the party principles and violated the party tenets of Kuomintang, causing party members to accuse Hu Shih of insulting the Prime Minister and committing a subversive act. Consequently, he was charged with the crime of counter-revolution. The Central Executive Committee of the Kuomintang government decided to admonish Hu Shih through the Ministry of Education. In the meantime, the Central Executive Committee passed the eight \u2018Regulations on the Study of Party Principles by School Staff at All Levels\u2019 in the regular conference on 21st October and instructed teachers and staff at all levels across the country to \u2018spend at least half an hour of self-study every day\u2019 for party principles.\u201d<\/p>\r\n<\/td>\r\n<td><br \/>\r\n<p>I<\/p>\r\n<p>\u76ee\u524d\u7559\u5fc3\u56fd\u4e8b\u7684\u4eba\uff0c\u5927\u6982\u628a\u89c6\u7ebf\u90fd\u96c6\u4e2d\u5728\u897f\u5317\u4e0e\u4e1c\u5357\u4e24\u65b9\u9762\uff0c\u90fd\u8ba4\u4e3a\u8fd9\u4e9b\u81ea\u76f8\u6b8b\u6740\u7684\u5185\u6218\uff0c\u662f\u4e2d\u56fd\u76ee\u524d\u6781\u91cd\u8981\u7684\u4e8b\u7aef\uff0c\u90fd\u8ba4\u8fd9\u4e9b\u5185\u6218\u6709\u6781\u53ef\u6ce8\u610f\u7684\u4ef7\u503c\u3002\u5176\u5b9e\uff0c\u767e\u5e74\u540e\u8bfb\u53f2\u8005\uff0c\u7ffb\u5230\u6c11\u56fd\u5341\u516b\u5e74\u8fd9\u51e0\u9875\u53f2\u7684\u65f6\u5019\uff0c\u5bfb\u5f97\u8457\u4e00\u6761\u7eb2\u76ee\uff0c\u63d0\u5230\u8fd9\u4e9b\u81ea\u76f8\u6b8b\u6740\u7684\u4e8b\u4ef6\u5426\uff0c\u4ecd\u4e3a\u95ee\u9898\u3002\u6211\u9884\u6599\u540e\u4eba\u5728\u6c11\u56fd\u5341\u516b\u5e74\u7684\u5386\u53f2\u4e0a\uff0c\u9664\u4e86\u4fc4\u4eba\u4fb5\u5165\u6ee1\u5dde\u8fd9\u5947\u8fb1\u6781\u803b\u5916\uff0c \u5b9a\u8fd8\u53ef\u4ee5\u5bfb\u5f97\u51fa\u8fd9\u6837\u4e00\u6bb5\u6545\u4e8b\uff1a \u201c\u5341\u516b\u5e74\u65f6\u6709\u80e1\u9002\u5176\u4eba\uff0c\u505a\u4e86\u2018\u77e5\u96be\uff0c\u884c\u4ea6\u4e0d\u6613\u2019\uff0c\u2018\u4eba\u6743\u4e0e\u7ea6\u6cd5\u2019 \u4e00\u7c7b\u7684\u6587\u7ae0\uff0c\u6279\u8bc4\u515a\u4e49\uff0c\u89e6\u72af\u515a\u8bb3\uff0c\u88ab\u515a\u5458\u8ba4\u4e3a\u6c61\u8fb1\u603b\u7406\uff0c\u5927\u9006\u4e0d\u9053\uff0c \u6709\u53cd\u9769\u547d\u7f6a\u3002\u515a\u653f\u5e9c\u7684\u4e2d\u592e\u6267\u884c\u59d4\u5458\u4f1a\u8bae\u51b3\u7531\u6559\u80b2\u90e8\u5411\u80e1\u9002\u52a0\u4ee5\u8b66\u8beb\u3002 \u540c\u65f6\u4e2d\u592e\u6267\u884c\u59d4\u5458\u4f1a\u65bc\u5341\u6708\u5eff\u4e00\u65e5\u5e38\u4f1a\u901a\u8fc7\u2018\u5168\u56fd\u5404\u7ea7\u5b66\u6821\u6559\u804c\u5458\u7814\u7a76\u515a\u4e49\u6761\u4f8b\u2019\u516b\u6761\uff0c\u901a\u4ee4\u5168\u56fd\u5404\u7ea7\u6559\u804c\u5458\uff0c\u5bf9\u4e8e\u515a\u4e49\uff0c\u2018\u5e73\u5747\u6bcf\u65e5\u81f3\u5c11\u987b\u6709\u534a\u5c0f\u65f6\u4e4b\u81ea\u4fee\u7814\u7a76\u2019\u201d\u3002<\/p>\r\n<\/td>\r\n<\/tr>\r\n<tr>\r\n<td>\r\n<p>I anticipate\u00a0that people who compile\u00a0and read history will highly value\u00a0this event. This\u00a0does not mean that in the 18th years of the Republic of China, the status of Mr Hu\u00a0Shih\u00a0was comparable to that of Generalissimo Chiang Kai-shek <em><i>(jiangzongsiling<\/i><\/em> \u848b\u603b\u53f8\u4ee4, 1887-1975), nor does it mean that the anti-revolutionary slogan of \u201cHuman Rights and the Rule of Law\u201d was as influential as the cannon of Feng Yuxiang (\u51af\u7389\u7965, 1882-1948) and Zhang Fakui (\u5f20\u53d1\u594e, 1896-1980). However, historians never made light of such events, in which individuals or groups make use of political power to suppress freedom of speech. The people reading history also never regarded such events as less significant than soldiers\u2019 battle and killings with each other. For example, during the nineteen years\u2019 reign of Qin Shi Huang (\u79e6\u59cb\u7687, 259B. C.-210 B.C.), there were naturally such numerous wars and killings that the official historians could not record every single one of them. However, they assiduously and extensively documented the events of burning books and burying Confucians alive, and killings of the people who merely met to talk privately about Confucian classics. More than 1,700 years have passed since the downfall of the Qin dynasty,\u00a0yet how many people in China have forgotten the history of Qin Shi Huang\u2019s burning of books and burying of Confucians?<\/p>\r\n<\/td>\r\n<td>\r\n<p>\u6211\u9884\u6599\u7f16\u53f2\u53ca\u8bfb\u53f2\u7684\u4eba\uff0c\u4e00\u5b9a\u91cd\u89c6\u8fd9\u4ef6\u6545\u4e8b\u3002\u8fd9\u5e76\u4e0d\u662f\u8bf4\u5728\u5341\u516b\u5e74\u7684\u4e2d\u56fd\uff0c\u80e1\u9002\u5148\u751f\u7684\u5730\u4f4d\u7684\u9ad8\u8d35\uff0c\u6bd4\u5f97\u4e0a\u848b\u603b\u53f8\u4ee4\u7b49\u7b49\uff0c\u66f4\u4e0d\u662f\u201c\u4eba\u6743\u7ea6\u6cd5\u201d\u8fd9\u79cd\u53cd\u9769\u547d\u7684\u53e3\u53f7\uff0c\u6709\u51af\u7389\u7965\u5f20\u53d1\u594e\u4eec\u53cd\u9769\u547d\u7684\u5927\u70ae\u7684\u54cd\u4eae\u3002\u4e0d\u8fc7\u4e2a\u4eba\u6216\u56e2\u4f53\uff0c\u5229\u7528\u653f\u6cbb\u52bf\u529b\uff0c\u538b\u8feb\u8a00\u8bba\u81ea\u7531\uff0c\u8fd9\u4e00\u7c7b\u7684\u4e8b\u5386\u53f2\u5bb6\u5bf9\u4e4b\u4ece\u6765\u4e0d\u80af\u653e\u677e\uff0c\u8bfb\u53f2\u7684\u4eba\u5bf9\u4e4b\uff0c\u4e5f\u4ece\u6765\u6ca1\u6709\u628a\u4ed6\u770b\u5f97\u6bd4\u6b66\u4eba\u4e92\u76f8\u65af\u6740\u7684\u4e8b\u66f4\u5c0f\u3002\u8b6c\u5982\u8bf4\uff0c\u79e6\u59cb\u7687\u505a\u7687\u5e1d\u5341\u4e5d\u5e74\u4e4b\u4e45\uff0c\u5f53\u6b64\u5341\u4e5d\u5e74\u4e2d\uff0c\u6253\u4ed7\u6740\u4eba\u7684\u4e8b\uff0c\u81ea\u7136\u5f88\u591a\uff0c\u53f2\u5bb6\u5c31\u6ca1\u6709\u4ef6\u4ef6\u90fd\u8bb0\u8f7d\u51fa\u6765\u3002\u711a\u4e66\u5751\u5112\uff0c\u5076\u8bed\u5f03\u5e02\uff0c\u8fd9\u4e00\u7aef\uff0c\u53f2\u5bb6\u662f\u5927\u4e66\u7279\u4e66\u7684\u3002\u79e6\u5230\u5982\u4eca\uff0c\u5df2\u4e00\u5343\u4e03\u767e\u4f59\u5e74\u4e86\uff0c\u8bd5\u95ee\uff0c\u4e2d\u56fd\u6709\u51e0\u4e2a\u5fd8\u8bb0\u4e86\u79e6\u59cb\u7687\u711a\u4e66\u5751\u5112\u8fd9\u6bb5\u5386\u53f2\uff1f<\/p>\r\n<\/td>\r\n<\/tr>\r\n<tr>\r\n<td>\r\n<p>Revisiting the old\u00a0case of\u00a0Mr Hu Shih\u2019s\u00a0violations\u00a0of the tenets of the Kuomintang, I have no intention of making any judgement on what is right or wrong, as\u00a0this\u00a0right belongs to\u00a0future readers of the history. To be honest, I am personally very\u00a0appreciative of\u00a0this case, as it is precisely because of it that\u00a0the Central Executive Committee was willing to think through and determine\u00a0the methods of self-study for a group of faculty and\u00a0staff. Therefore, I was able to\u00a0obtain the official document \u201cStudying Party Principles Regulations\u201d from the school,\u00a0and I subsequently pushed myself to diligently work on the first issue of the second article of the regulations. In this case,\u00a0I have gained\u00a0some minor\u00a0insights\u00a0through my daily half-hour of self-study, thus having the courage to write this article.<\/p>\r\n<\/td>\r\n<td>\r\n<p>\u5982\u4eca\u65e7\u4e8b\u91cd\u63d0\uff0c\u8bf4\u5230\u80e1\u9002\u5148\u751f\u89e6\u72af\u515a\u8bb3\u7684\u516c\u6848\uff0c\u6211\u4e0d\u662f\u60f3\u6765\u5224\u65ad\u4ec0\u4e48\u662f\u975e\u2500\u2500\u8fd9\u662f\u540e\u4eba\u8bfb\u53f2\u8005\u7684\u6743\u5229\u3002\u5728\u6211\uff0c\u5176\u5b9e\u5f88\u611f\u8c22\u8fd9\u6848\u4ef6\u7684\u53d1\u751f\uff0c\u56e0\u6b64\uff0c\u4e2d\u592e\u6267\u884c\u59d4\u5458\u4f1a\u624d\u80af\u4e3a\u4e00\u73ed\u6559\u804c\u5458\u4eec\u8ba8\u8bba\u51fa\u81ea\u4fee\u7814\u7a76\u5b66\u95ee\u7684\u65b9\u6cd5\uff0c\u56e0\u6b64\u6211\u624d\u53ef\u4ee5\u4ece\u5b66\u6821\u91cc\u5f97\u5230\u201c\u7814\u7a76\u515a\u4e49\u6761\u4f8b\u201d \u8fd9\u4ef6\u516c\u6587\uff0c\u56e0\u6b64\uff0c\u6211\u624d\u903c\u8feb\u8457\u52aa\u529b\u8d77\u6765\u505a\u6761\u4f8b\u4e0a\u7b2c\u4e8c\u6761\u7b2c\u4e00\u671f\u7684\u5de5\u592b\uff0c\u56e0\u6b64\uff0c\u6211\u6bcf\u65e5\u534a\u5c0f\u65f6\u81ea\u4fee\u515a\u4e49\u7684\u7ed3\u679c\uff0c\u624d\u6709\u8fd9\u70b9\u70b9\u5fc3\u5f97\uff0c\u624d\u6562\u9f13\u8d77\u80c6\u91cf\u6765\u505a\u8fd9\u7bc7\u6587\u7ae0\u3002<\/p>\r\n<\/td>\r\n<\/tr>\r\n<tr>\r\n<td>\r\n<p>II<\/p>\r\n<p>Mr. Sun Yat-sen\u00a0(S<em><i>un<\/i><\/em><em><i>\u00a0Z<\/i><\/em><em><i>hongshan<\/i><\/em>\u5b59\u4e2d\u5c71, 1866-1925)\u00a0was\u00a0<strong><b>an advocate of free speech. Those who suppress freedom of speech fail to grasp the true essence of party principles, and they defy the teachings of the\u00a0<\/b><\/strong><strong><b>Prime Minister<\/b><\/strong><strong><b>. <\/b><\/strong>If<strong><b>\u00a0those who go against the teachings of the Prime Minister are seen as reactionary <\/b><\/strong>or<strong><b>\u00a0counter-revolutionary, <\/b><\/strong>then<strong><b>\u00a0those who suppress freedom of speech should similarly be considered as such.<\/b><\/strong><\/p>\r\n<\/td>\r\n<td>\r\n<p>II<\/p>\r\n<p>\u5b59\u4e2d\u5c71\u5148\u751f\u662f\u62e5\u62a4\u8a00\u8bba\u81ea\u7531\u7684\u3002\u538b\u8feb\u8a00\u8bba\u81ea\u7531\u7684\u4eba\uff0c\u662f\u4e0d\u660e\u4e86\u515a\u4e49\uff0c\u662f\u8fdd\u80cc\u603b\u7406\u7684\u6559\u8bad\u3002\u5018\u4f7f\u8fdd\u80cc\u603b\u7406\u6559\u8bad\u7684\u4eba\u662f\u53cd\u52a8\u6216\u53cd\u9769\u547d\uff0c\u90a3\u4e48\uff0c\u538b\u8feb\u8a00\u8bba\u81ea\u7531\u7684\u4eba\uff0c\u6216\u8005\u662f\u53cd\u52a8\u6216\u53cd\u9769\u547d\u3002\u00a0<\/p>\r\n<p>&nbsp;<\/p>\r\n<\/td>\r\n<\/tr>\r\n<tr>\r\n<td>\r\n<p>These words are not fabricated. There is indeed concrete evidence to support them in the context of party principles.<\/p>\r\n<\/td>\r\n<td>\r\n<p>\u8fd9\u4e9b\u8bdd\u4e0d\u662f\u675c\u64b0\u7684\u3002\u5728\u515a\u4e49\u4e0a\u786e\u6709\u8bc1\u636e\u3002<\/p>\r\n\u00a0<\/td>\r\n<\/tr>\r\n<tr>\r\n<td>\r\n<p>In the 30th year of the Guangxu (\u5149\u7eea)\u00a0reign of the Qing dynasty (1904), Mr. Sun Yat-sen wrote an article entitled \u201cThe True Solution to the Issues in China\u201d\u00a0(<em><i>Zhongguo wenti zhen jiejue<\/i><\/em>\u300a\u4e2d\u56fd\u95ee\u9898\u771f\u89e3\u51b3\u300b)\u00a0(see Volume 4, the <em><i>Complete Works of Sun Yat-sen<\/i><\/em>\u00a0published by the Zhongshan Bookstore). In this article, Mr. Sun made the crimes\u00a0committed by the Qing dynasty\u00a0public\u00a0to the world. The sixth\u00a0point of the internal policy in the declaration stated:<\/p>\r\n<\/td>\r\n<td>\r\n<p>\u6c11\u56fd\u5341\u4e09\u5e74\u56fd\u6c11\u515a\u5728\u5e7f\u5dde\u5f00\u5168\u56fd\u4ee3\u8868\u5927\u4f1a\uff0c\u4e8e\u662f\u6709\u7b2c\u4e00\u6b21\u4ee3\u8868\u5927\u4f1a\u5ba3\u8a00\u3002\u5ba3\u8a00\u91cc\u5bf9\u5185\u653f\u7b56\u7b2c\u516d\u9879\u8bf4\uff1a<\/p>\r\n<\/td>\r\n<\/tr>\r\n<tr>\r\n<td>\u201cPeople have absolute right to freedom of assembly, association, speech, press, residence, and belief.\u201d<\/td>\r\n<td>\r\n<p>\u201c\u786e\u5b9a\u4eba\u6c11\u6709\u96c6\u4f1a\uff0c\u7ed3\u793e\uff0c\u8a00\u8bba\uff0c\u51fa\u7248\uff0c\u5c45\u4f4f\uff0c\u4fe1\u4ef0\u4e4b\u5b8c\u5168\u81ea\u7531\u3002\u201d<\/p>\r\n<\/td>\r\n<\/tr>\r\n<tr>\r\n<td>\r\n<p>Mr. Sun Yat-sen was still alive in the 13th year of the Republic of China, and it was he who convened the first Congress. All the policies included in the Declaration were naturally reflective of his own ideas and beliefs. Is this not a violation of party principles? However, Sun Yat-sen\u2019s successful revolution indirectly benefited considerably from the Qing Dynasty\u2019s \u201csuppressing knowledge development\u201d and \u201cprohibiting freedom of speech.\u201d The Qing Dynasty once thought that suppressing freedom of speech was a clever approach\u00a0to banning\u00a0revolutionary theories, but what was the outcome?\u00a0In 1929\u00a0China, faculty and\u00a0staff at all levels had the opportunity to study the revolutionary theories that the Qing Dynasty had suppressed for years.
